Bu çalışmanın amacı, küreselleşme tartışmalarıyla birlikte sosyal bilimler literatüründe önemli bir yer edinen küresel demokrasi projesinin neliğini tartışmak ve onun eleştirel bir değerlendirmesini yapmaktır. Küresel demokrasi, bir yönüyle, Sovyet Sosyalist Cumhuriyetler Birliği’nin dağılmasıyla birlikte liberal demokrasinin tüm dünyaya yayılması sürecine işaret ederken, öte yandan yeni ulus-üstü yapılanmalarla sağlanacak küresel anayasa ve küresel yurttaşlık ekseninde biçimlenen bir dünya demokrasisini öne çıkarmaktadır. Küresel demokrasi, insan hakları ve temel özgürlüklerinin dünyanın her bölgesinde başat olması adına arzu edilir bir hedef olarak sunulmaktadır. Fakat küresel demokrasi iddia edildiği gibi, sadece insan hakları ve temel özgürlükleriyle ilgili değildir. Esas itibariyle sermaye merkezlidir. Dolayısıyla, küresel demokrasi tasarımı, insan hakları ve temel özgürlüklerinin küreselleşmesinden ziyade, sermaye dolaşımının sağlanması ve garanti altına alınması anlamına gelir. Bu nedenle, makalemizde, küresel demokrasi (liberal demokrat kozmos) projesinin sermaye odaklı küresel politikalar bağlamındaki yeri tartışılmış, mevcut küresel egemenlik ilişkileriyle olan bağı sorgulanarak, pratik edilebilirliği, hedefi ve olası sonuçları gösterilmeye çalışılmıştır.
The aim of this article is to discuss and make a critical consideration of global democracy project, which has come to have an important place in social sciences literature with the advent of globalization debates. Global democracy, on the one hand, refers to the spread of liberal democracy across the globe after the collapse of Union of Soviet Socialist Republics, on the other hand, points out a world democracy that is based on a global constitution and global citizenship, which can be realized with new supra-national institutions. Global democracy is presented as a desirable goal in order to spread human rights and fundamental freedoms to the whole world. But global democracy is not just interested in human rights and fundamental freedoms. Indeed, it is capital oriented. Therefore, the idea of global democracy means not only the globalization of human rights and fundamental freedoms, but also the consolidation of global capital circulation. For this reason, this article discusses the place of the global democracy project (liberal democrat cosmos project) in the context of capital oriented global policy, reveals its position in connection with present global sovereignty relations, and tries to show its practicability, aims and likely consequences.
