Bugün dünyayı meşgul eden büyük işlerin birisi de şüphe yok ki “Türk Meselesi”dir; lâkin bunu bilhassa son safhasında ne biz ne de Avrupalılar tamamiyle anlayamadık. Türk Meselesi tecrit edilmiş bir şekilde değil de, “hey’et-i umumiye” halinde yani muhat olduğu (kuşatıldığı) diğer bütün vekayi’le beraber mütalaa edilmek istendiği zaman evvelemirde dünyanın bugünkü vaziyetini bilmek icap eder; çünkü Türkler yeryüzünde yalnız başına yaşamıyor, onun alâkadar olduğu bir âlem, hatta âlemler var. Bunun en mühim rüknü, daha doğrusu başlıcası Avrupa’dır. Her şeyden evvel bunu ve bunun istihdaf ettiği istikameti bilmek iktiza eder ve bu suretle “muamma” ikileşir. Sonra Avrupa’nın kendi medeniyet dairesi haricindeki akvama (topluluklara) karşı bir vaziyeti var. Hem bu vaziyeti, hem de mukabil cihetteki akvamın halini, yani “Şark Meselesi”ni az çok mütalaa etmelidir; ve görülüyor ki “muamma” üçleşti.
Nowadays one of the major issues that the world is concerned with is undoubtedly “Turkish Issue”; however, neither Europeans nor we could realize it completely especially in the last phase. When Turkish issue is intended to be examined not in an isolated way but with the all other events that surrounded it as an “aggregate”, first of all it is necessary to know the current conditon of the world. Because Turks don’t live alone on the earth, there is a universe, even universes related to them. The most important element of this is essentially Europe. Above all, it is necessary to know this and the direction it purposes; thus the “problem” is duplicated. Then Europe has a situation towards the communities outside the civilization circle. More or less Europe should examine both this situation and the condition of the communities in the similar direction-that is “Eastern Issue”; so we have three “problems” now.
