Abstract

ÖZ: Çatışmacı sosyal teoriyi merkeze alan bu çalışma, pandeminin sosyal etkilerine ilişkin literatür taramasına dayalı betimsel bir araştırmadır. Ülkelerin sağlık sistemleri ve uyguladıkları sağlık politikaları kamu sağlığı alanında yaşanan eşitsizlikleri derinleştiren bir faktördür. Kamu sağlığının geri planda tutulduğu ülkelerde gelir seviyesi, çalışma şartları ve yaşam kalitesi düşük sosyal kesimlerin tıbbi bakıma erişim oranlarının da düşük olduğu gözlemlenmektedir. Başta ekonomik yaşam olmak üzere politika, kültür, sağlık ve eğitim alanlarında büyük bir dönüşümü beraberinde getiren neoliberal sistem yaklaşık 30 yıldır küresel ölçekte uygulama sahası bulmuştur. Neoliberal siyasal-ekonomik sistemde görülen başat işleyişin pandemi öncesi ve sonrasında ne gibi sosyal etki ve yansımaları olduğu uzun menzilli tarihsel bir bakış açısıyla analiz edilmelidir. Pandemi sosyal yaşamı birçok boyutuyla derinden etkilemiştir. Bu çalışmada pandeminin özellikle sosyal eşitsizliğe, toplumsal dayanışma ilişkilerine, damgalama/etiketleme süreçlerine, üretim/istihdam, dolaşım, tüketim örüntülerine ve çalışma hayatına olumsuz etkileri ele alınacaktır. Çalışma, toplumsal eşitsizliğin, sosyal damgalama ve ayrımcılığın, hükümetlerin sağlık politikalarının ve çokuluslu şirketlerin pandemiyle etkili bir mücadele önünde engel oluşturduğu sayıltısına dayanmaktadır.

Abstract: This study, which centers on the conflict social theory, is a descriptive research based on the literature review on the social effects of the pandemic. The health systems of the countries and the health policies they implement are factors that increase the inequalities in the field of public health. In countries where public health is kept in the background, it is observed that social segments with low income levels, working conditions and low quality of life have low access to medical care. The neoliberal system, which brought about a great transformation in the fields of politics, culture, health and education, especially in economic life, has found application on a global scale for about 30 years. The social effects and reflections of the dominant functioning in the neoliberal political-economic system before and after the pandemic should be analyzed from a long-range historical perspective. The pandemic has deeply affected social life in many aspects. In this study, the negative effects of the pandemic on social inequality, social solidarity relations, stigmatization/labeling processes, production/employment, circulation, consumption patterns and working life will be discussed. The study is based on the assumption that social inequality, social stigma and discrimination, governments' health policies and multinational corporations are obstacles to an effective fight against the pandemic.
