Bu makale Düzce'deki doktora tezi sırasındaki saha gözlemlerini ve izlenimlerini teorik bir yaklaşımla yorumlamak amacıyla yazılmıştır. Bu görüşmeler sırasında afet kursları ile ilgili bazı ortak sorunlar tespit edilmiştir. Gözlemlenen sorunlar Niklas Luhmann'ın Sosyal Sistemler Teorisi çerçevesinde yorumlanmaya çalışılmış ve Türkiye'de afet eğitimi tartışılmıştır.

Abstract
This article has been written in an effort to interpret the field observations and impressions during the doctoral thesis in Duzce with a theoretical approach. During these interviews, some common problems about disaster courses were noticed. Observed problems have been tried to be interpreted within the framework of Niklas Luhmann's Social Systems Theory and disaster education in Turkey has been discussed.
