Bugün Batı birçok alanda olduğu gibi bilgi ve iletişim alanında da merkezi bir konumdadır. Batı'nın amacı güç yaratmak ve tüm dünyayı ona bağımlı kılmaktır. Batı bu şekilde ilişkileri yönlendirmek istemektedir. Batı dünyayı orduyla, ekonomiyle ve siyasetle kontrol etmektedir. İletişim yoluyla yaratılan ve yaygınlaştırılan hegemonik güç, Batı için dördüncü güç işlevi görmektedir. Batı'daki iyimser ya da kötümser iletişim ifadeleri nihayetinde bir ortaklık taşımaktadır. Bu anlamda, Batı iyimserliğine katılmamızın neden söz konusu olmadığını ve Batı karamsarlığına düşmemiz için bir neden olmadığını bu çalışma ile anlayacağız.
Today, the West is in a central position in the fields of information and communication as well as in many other fields. The aim of the West is to create power and make the whole world dependent on it. In this way, the West wants to direct relations. The West controls the world with the army, economy and politics. The hegemonic power created and widespread by means of communication also functions as the 4th power for the West. Optimistic or pessimistic communication statements in the West ultimately carry a commonality. In this sense, with this study, we will realize why it is out of the question for us to agree with Western optimism and why there is no reason for us to fall into Western pessimism.
