İRAN’DA ETNİK PROTESTOLARIN DİNAMİKLERİ: 2006’DAN BU YANA AZERBAYCANLILAR TARAFINDAN DÜZENLENEN PROTESTOLAR

Abstract

Çerçeve uyumu olarak da adlandırılan, bireylerin çıkarlarını ve hedeflerini sosyal hareketlerin hedefleriyle ilişkilendirme durumu, Güney Azerbaycan Milli Hareketi'nin İran’da gelişmesi açısından önemli bir rol oynamaktadır. İran’da Azerbaycanlı bireyler tarafından düzenlenen sokak protestolarının yapısı, bu grubun bireylerini tehlikeye düşüren beklenmedik olayların meydana gelmesinden kaynaklı bir şikâyet sonrasında vuku bulduğunu gösterse de, bu olaylara Azerbaycanlı bireylerin İran’ın altıncı ve yedinci cumhurbaşkanlarının görev süresindeki tepkileri aynı olmamıştır. Bu bağlamda, bu tür Arızi şikâyetlerin, bireylerin toplumsal protestolara katılmasında bir sebep oluşturması bakımından gerekli olduğu ancak tümüyle yeterli olmadığı görülmektedir. Bu makale, çerçeve uyumu üzerinde yoğunlaşırken aynı zamanda otoriter bir devlette sosyal hareket dinamiklerini analiz etmek amacıyla siyasi fırsatları da göz önünde bulundurmayı hedeflemektedir. Bu makalede, çerçeve ve algılanan siyasi fırsatların elverişli olduğu hallerde, arızi sorunların İran'ın otoriter devletinde protestoya neden olduğu gösterilmeye çalışılacaktır.

Abstract

The situation of associating the interests and goals of individuals with the goals of social movements, also called frame harmonization, plays an important role in terms of the development of the South Azerbaijan National Movement in Iran. Although the structure of the street protests organized by Azerbaijani individuals in Iran shows that this occurred after a complaint due to the occurrence of unexpected events that endangered the individuals of this group, the reactions of the Azerbaijani individuals to the sixth and seventh presidents of Iran has not been the same. In this context, it is seen that such incidental complaints are necessary but not completely sufficient to constitute a reason for individuals to participate in social protests. While this article focuses on frame harmonization, it also aims to consider political opportunities to analyze the dynamics of social movement in an authoritarian state. In this article, it will be tried to show that incidental problems cause protest in the authoritarian state of Iran, when the framework and perceived political opportunities are favorable.
