Küreselleşmenin en yeni olgularının hem olumlu hem de olumsuz eğilimler taşıdığı söylenebilir. Küreselleşme, bir taraftan sosyo-ekonomik sistemin aktif dönüşümünü, insanlar, kişisel gruplar, uluslar, devletler ve medeniyetler arasındaki bağların yoğunluğunu arttırmayı teşvik ederken diğer taraftan ise istikrarsızlığı, yoksulluk ve işsizliğin artmasına neden olan içsel marjinalleşmeyi, geleneksel ulusal-devlet insan varlık biçimlerinin kendi kendine yeterliliğini kaybetmesini gerektirmektedir. Bu çalışma, yerel yönetim, çeşitli kamu kuruluşları ve kâr amacı gütmeyen kuruluşların temsilcilerini içermektedir. Çalışmada, demokrasinin gelişmesi ve meselelerinin sosyo-politik denetimi sonucunda, modern Rusya'nın karşı karşıya olduğu bir dizi sorun vurgulanmıştır. Bu çalışma ile küreselleşme süreçlerinin yerel yönetim kurumlarının gelişimi üzerindeki etkisi, bu sorunların incelenmesi ile toplumun son derece ilgisiz tutumu ve yerel yönetim yetkililerinin temsilcilerine olan güveninin bariz nedenleri ortaya konulacaktır.
It can be said that the most recent phenomena of globalization have both positive and negative tendencies. Globalization encourages the active transformation of the socio-economic system, increasing the intensity of ties between people, individual groups, nations, states and civilizations, while on the other hand, it requires the inherent marginalization that leads to instability, poverty and unemployment, the loss of self-sufficiency of the traditional national state human existence forms. This study includes representatives of local government, various public institutions and non-profit organizations. The study highlights a number of problems facing modern Russia as a result of the development of democracy and the socio-political control of its issues. With this study, the impact of globalization processes on the development of local government institutions, the highly indifferent attitude of the society and the obvious reasons for the trust of local government officials to their representatives will be revealed by examining these problems.
