Abstract

Engelli gençler hayatın her alanında çeşitli biçimlerde sosyal dışlamaya maruz kalmaktadır. Okul ve diğer alanlarda koruma, utanma, korku gibi nedenlerle engelli olmayan akranlarınca sosyal ilişkilerden, eğitim ve istihdam alanlarında yaşadıkları dezavantajlardan dolayı iş piyasasından dışlanan engelli gençler, yoksulluğa bağlı olarak da sosyal dışlanma yaşamaktadır. Hareket imkanlarının bireysel, toplumsal ve ekonomik nedenlerle sınırlı olması sonucu, bilgisayar ve internet kullanımı, gerek çeşitli hizmetlere, eğitime ve iş olanaklarına erişim gerekse sosyal ilişkiler kurma ve bunları sürdürme bağlamında engelli gençlerin sorunlarına çare olabilme yetisine sahipmiş gibi bir algı oluşmasına neden olmaktadır. Ancak engelli gençlerin sosyal dahil etme amacıyla internet kullanımına yönlendirilmesi, sosyal dışlanmayı yeniden üreterek sürekli ve büyüyen bir problem haline getirme riskini barındırmaktadır. Bu bağlamda bu çalışmanın amacı, internetin engelli gençlerin yaşamında sosyal dışlanmayı nasıl yeniden ürettiğini tartışmaktır.

Abstract

Young people with disabilities are exposed to various forms of social exclusion in all areas of life. Young people with disabilities, who are excluded from social relations by their non-disabled peers for reasons such as protection, shame, fear at school and other areas and from labor market because of the disadvantages they have in education and employment, are exposed to social exclusion concerning poverty as well. Computers and the Internet seem to have the ability to help the problems of young people with disabilities in the context of both accessing to various services, education and job opportunities and establishing and maintaining social relationships, since their movement opportunities are limited by individual, social and economic reasons. However, directing young people with disabilities to internet use for social inclusion may cause the reproduction of social exclusion and pose the risk of making social exclusion a consistent and growing problem for the disabled. In this context the aim of this study is to discuss how the internet reproducts social exclusion in the lives of young people with disabilities.
